Meeting of the EurAsEC Interstate Council was the first meeting of this format, after a new integrated association - the Unique Economic Space of Russia, Belarus and Kazakhstan was launched on January 1, 2012.

The meeting was attended by the presidents of Russia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan, as well as the leaders of Armenia, Moldova and Ukraine - countries with observer status in the community.

The main item on the agenda of the meeting was to discuss the implementation of the agreements of the EurAsEC Interstate Council meeting dated December 19, 2011 about the reorganization of the Eurasian Economic Community, which must take place within certain legal limits.

Unique economic space formed by Russia, Belarus and Kazakhstan since January 1, 2012, in fact, will be a common market with free circulation of goods, services, capital and labor. Within the Unique Economic Space harmonization of legal rules should be implemented, fiscal, monetary, financial, trade and customs policy should be harmonized.

To manage the integration processes within the Customs Union and Unique Economic Space Eurasian Economic Commission, headed by Viktor Khristenko was created.

As a result of the competition held in the Eurasian Economic Commission, and approval procedures at the meeting of the Board of the Commission, Chairman of the Board of ECE, Viktor Khristenko signed a letter of appointment to positions of Directors of the departments of the Commission. Vasily Boytsov was appointed Director of the Technical Regulation and Accreditation Department.
