Notification of Encryption Devices: Main Definitions

FSS/FSB Notification in Russia or NSC Notification in Kazakhstan is a state documentary procedure on the fact that the products manufactured by the company contain various elements of cryptographic (encryption) nature. The notification is a prerequisite for import into the territory of the Eurasian Economic Union (EAEU).
Each country (which is part of the Eurasian Economic Union) has its own authorised body for registration of notifications, in particular

Scope and products concerned
All types of devices the main features of which require encryption elements are subject to mandatory notification. Currently, this list includes 17 categories of products - see the excerpt from the decision of the EurAsEC Board of Directors of 21 April 2015 No. 30 "On non-tariff regulatory measures":

Market Launch
Before placing encryption equipment on the Eurasian market, the manufacturer or his authorised representative shall:

Obtain notification
-
Register in a unified register of notifications in the Eurasian Union
-
Undertake to guarantee the invariance of the cryptographic characteristics
The documentation necessary for the notification can be provided by the manufacturers of encryption devices or by a legal entity having a duly executed written mandate/contract issued by the manufacturer. however, only a legal entity registered on the territory of the Eurasian Union can submit documents for the notification registration procedure.
The notification file must contain the following elements

Name of the product.

Product application.
-
Information about the manufacturer.

Cryptographic algorithms used.

Description of functionalities not described in the operational documentation provided to the user.

Period of validity of the notification (the period of validity is unlimited and is chosen by the applicant).

Information about the applicant.

Copy of the mandate/contract between the manufacturer and the applicant.

Date of registration of the notification.

Electrical appliances are often subject to the conformity assessment according to CU TR 004/2011 "On the safety of low voltage equipment" and CU TR 020/2011 "Electro-magnetic compatibility of equipment" which will also be required with the certificate of notification.
