On December 3, 2022, the decision of the Board of the Eurasian Economic Commission (EEC) No. 165 dated November 29, 2021, was officially published. It approved changes to the list of products which are subject to conformity assessment in line with the requirements of CU TR 032/2013 "On safety of pressure equipment".

The first list of pressure equipment was published on January 22, 2019, when it was approved by the decision of the Board of the Eurasian Economic Commission No. 12.

The updating of the list of equipment is associated with the need to bring its provisions in accordance with the new edition of CU TR 032/2013, which is in force since November 21, 2021 (approved by the decision of the EEC Council No. 49 dated April 23, 2021).

The first changes affect 8 types of equipment used for working environments of groups 1 and 2: vessels for gases, vapors and liquids; pipelines and fittings. Throughout the text of the descriptions, the words "maximum allowable working pressure" will be replaced by "design pressure".

The new edition details the enumeration of the purpose of the vessels (items 1 and 2 of the list), pipelines and fittings (items 6 and 7 of the list): it is indicated that such equipment is intended for compressed, liquefied, gases and vapors dissolved under pressure.

In accordance with the new requirements of the amendments to CU TR 032/2013 that are coming into force, the item "Fittings" (Harmonized Tariff System (HTS) code 8481) is added to the item "Pipelines and fittings having a design pressure over 1 MPa, a nominal diameter of more than 200 mm and the product of the design pressure and the nominal diameter over 500 MPa x mm, intended for liquids and used for working environments of group 2 ". Fittings used to stand as a separate item.

The new edition of the list will clearly state that devices classified as measuring instruments are not included in the list of pressure equipment (for equipment from item 12 of the list).

Clarifications are made on oxidizing environments (fluids) (note 2, item "a" to the list for the working environments (fluids) of group 1). It is planned to add an exception: air with an oxygen content corresponding to the natural composition of atmospheric air.

In note 3, the list of equipment is added to the list to which the scope of CU TR 032/2013 does not apply.

From now on, by the decision of the EEC Board No. 165, amendments have been adopted aimed at updating the customs nomenclature of foreign economic activity (the local HS codes) in accordance with the new edition of such a nomenclature (adopted by the decision of the Council of the Eurasian Economic Commission No. 80 of September 14, 2021).

Both documents come into force on January 1, 2022.

Replacement of the customs nomenclature of foreign economic activity (HS codes) for equipment operating under excess pressure

In the new version of the list, two HS codes will be replaced:

7419 99 900 0 to 7419 80 000 0;

8108 90 900 9 to 8108 90 900 8.

This replacement applies to vessels for gases, vapors and liquids specified in items 1 to 4 of the list.
