Background

By the Order No. 877 of December 30, 2020, the Ministry of Economic Development of the Russian Federation adopted the amendments to the Order No. 478 of July 31, 2020 “On the Approval of the procedure for registration of declarations of conformity, the procedure for establishment and maintenance of a unified register of declarations of conformity, and the procedure for provision of information contained in the aforementioned register”.

Certain modifications concern GLN and GTIN codes as part of mandatory information to indicate during the registration of declarations of conformity in the Rosaccreditation Federal Information System (FGIS Rosaccreditatsia). For the GLN code, a transition period was established until July 1, 2021, during which its indication remained optional. This transition period does not apply to the GTIN code, which can be indicated from now if available. It should be noted that the GLN code is required only for manufacturers registered outside the territory of the Eurasian Economic Union. This code must be obtained from the Global Standards Association GS1.

Amendments

On June 21, 2021, the Decree No. 936 of June 19, 2021 of the Government of the Russian Federation officially entered into force, approving the amendments to the procedure for registration of declarations of conformity, to the procedure for establishment and maintenance of a unified register of declarations of conformity, and to the procedure for provision of information contained in the aforementioned register. In addition, this Decree provides more detailed clarifications on the indication of both codes in the declaration of conformity. According to the provisions of the document, the transition period for the optional indication of the GLN code will be extended until September 1, 2021.

However, from July 1, 2021, the Applicant is obliged to enter information about the absence of the GLN number in the Rosaccreditation Federal Information System if the manufacturer does not have the GLN number at the time of registration of the declaration of conformity.

From September 1, 2021, if the GLN code is still unavailable, it will be possible to indicate the geographical (geocentric) coordinates (latitude, longitude) of the production site(s), which are calculated on the basis of the Global Navigation Satellite System (GLONASS) signals. Another alternative to the GLN number is an indication of an individual identifier which automatically determines the location of the manufacturer and the address(es) of the production site(s).

To date, Rosaccreditation has not established a partnership with any other operator, except GS1 (a prerequisite for the implementation of the code).
