On September 14, 2020 the Council of the Eurasian Economic Commission (EEC) issued the Decision No. 114 approving the draft the Technical Regulation of the Eurasian Economic Union " On safety of pipelines transporting hydrocarbon liquids and gases ". Adopted on September 8, 2020, the text of the new Regulation will soon be submitted to the EEC Council for final approval. Although a reference number has not yet been assigned to this document, it should enter into force on July 1, 2021.

The Technical Regulation establishes safety requirements for pipelines transporting hydrocarbon liquids and gases at different stages of their life cycle :

  -  design, including engineering surveys

  -  construction/renovation

  -  operation, including approbation, commissioning, and conservation

  - disposal

In addition, the Regulation defines the procedure of conformity assessment for pipelines. Compliance with mandatory standards is monitored at the following stages:

  1. Examination of project documentation - at the design stage
  2. Technical and governmental control, on-site designer supervision- at the construction/renovation stage
  3. Approbation – upon completion of pipeline construction/renovation
  4. Maintenance control, governmental control - at the operation stage
  5. On-site designer supervision and an oversight of the dismantling work - at the disposal stage
