History and main definitions

The role of monitoring and supervision in the field of industrial safety, as well as transportation of hazardous materials is attributed to the Department of the Ministry of Emergencies of the Republic of Belarus, GosPromNadzor (GPN). The GPN Permit is an authorization of putting equipment into service on sites whose activities are controlled by the GosPromNadzor. This permit is issued based on the expertise of industrial safety GPN.

Scope and products / equipment involved

GOSPROMNADZOR controls:
  • chemical processes and their storage sites,
  • physical and chemical processes and their storage sites,
  • physical processes occurring in explosive environments (mixtures of gases, vapours, mixture of dust with air and other oxidants) and their storage sites;
  • installation of ammonia-based refrigeration, chlorination and their storage sites;
  • metallurgy and ferrous metallurgy
  • gas delivery equipment and systems, gas, oil and derivatives pipelines, underground gas storage
  • mining exploration including drilling, land measuring, mineral and water extraction from the depth greater than 20 meters
  • underground and hydro technical sites
  • lifting equipment, fairgrounds, pressure boilers, pipelines for gas and hot water
  • transport of hazardous goods by rail, road, air and river
  • geological engineering exploration
  • activities related to explosives and pyrotechnic products
  • design, manufacture, operation of devices for hazardous sites
  • monitoring of hazardous sites construction 

The equipment for activities / sites / facilities listed above is subject to obtaining GPN permits.

Placing on the market:

To bring products / equipment to the market the manufacturer or its authorized agent must:
  • meet the requirements of the national industrial safety
  • apply the procedures to assess the operating safety
  • get the satisfactory expert report and permits and ensure that it is attached to products

In practice GPN permit is required at time of putting equipment into service on the Belarusian territory, keeping in mind that obtaining this document takes 6 months.

How to get it and applicable procedures

The satisfactory expert report of industrial safety record together with information folder allows to obtain the GPN Permit.
It is issued for 3 years. The renewal of the permit is possible, with time frame up to 5 years.
 
To prepare the file for obtaining the GPN Permit, the applicant provides the following documents:
  • administrative information on the manufacturer and supplier of equipment
  • information folder
  • program and methods for testing equipment
  • test protocols
  • act of corrective actions (if necessary)
  • conditions and requirements of operational safety
  • technical maintenance procedures, troubleshooting and diagnostic
The components of the folder should allow the experts to check if the equipment has been designed in accordance with all operating safety measures. These are plans, drawings, material certificates, acceptance testing and component. Depending on the type of equipment, other documents may be requested.

Other additional certifications or registrations may be required for equipment. Sometimes, obtaining them is prior to GPN Permit: Certification of Conformity GOST BExpert Sanitary report or State Registration, Metrologic Certification, etc..
